Two temporary employees of the Federal Emergency Management Agency (FEMA), Andre Rose and Lloyd Holleman, were arrested after soliciting bribes from a contractor who supplied food to displaced Hurricane Katrina survivors.
Rose and Holleman offered the contractor $20,000 in exchange for inflating the catering contract; the contractor notified the authorities.
Working with law enforcement, the contractor offered $10,000 to each of the men, and, when they accepted the money, were immediately arrested.
